The 25-year-old recently signed a loan deal with the Dragons which will see him return to the Region for three months from Exeter Chiefs.
Hughes returned to Dragons training this week and has been selected to play alongside Adam Warren in the centre, against Benetton Treviso on Friday 23rd October, KO 19:15.
The back three has one change made to it as Nick Scot joins wing Ashton Hewitt and Carl Meyer at fullback. There is also a change in the half-backs as fly half Jason Tovey is joined by scrumhalf Luc Jones.
The front row remains unchanged as Boris Stankovich and Brok Harris are named as props alongside hooker Elliot Dee.
The second row has two changes made to it as Matthew Screech and Cory Hill get the nod. Flanker Lewis Evans is named as captain for this match and retains his place in the back row alongside Nic Cudd and Ed Jackson.
The replacements bench sees Rynard Landman, Sarel Pretorius and Dorian Jones join Rhys Buckley, Phil Price, Shaun Knight, Ollie Griffiths and Charlie Davies.
