The win came thanks to an injury time try by flanker Dan Franks.
"Any win away to England has to be hard earned," said team manager Cled Edwards, "and there was a huge determination running through the side to convince everyone that the win against Australian Schools before Christmas was no fluke."
Wales took an early lead thanks to two Rhys Jones penalties and led 6-3 at half time. The Wales forwards stood up to the battering of England's pack and Dragons centre Ashley Smith tackled bravely.
England were awarded a penalty try after Wales were judged to have illegally blocked an England attacker, the conversion gave England a 10-6 lead with only minutes remaining on the clock.
In the final moments Wales had good field position and drove a lineout for Franks to claim the wining try which was converted by Kingsley Jones' son Rhys.
